RTSP requires the camera and the computer running the streaming software to be on the same network.
You could also make a direct connection from camera to the PC's NIC (network interface card) as long as you assign static IPs to the camera and the NIC in the same scheme (example: camera = 192.168.100.88 & PC = 192.168.100.89) The camera must not already be in use on another network.
